History: Users Flip Columns

            Introduced in: Tiki 1.9

This option on the ((Features Admin|Admin->Features)) panel controls whether columns can be flipped or not.  When a column is flippable, clicking on the show/hide left/right modules icon or link above the modules will flip between displaying and hiding the modules in that column, for that user.

There are three settings:
*  Always - the column is always displayed or always displayed if there are modules (depends on theme).  This is the default
*  User decides.  Users can flip the column on and off at will using the link and icon at the top of the column
*  Never - the column is never displayed
