History: Floating Apply Buttons

Some of the Admin forms scroll over multiple pages. New floating APPLY buttons can apply changes easily without the need to scroll to the bottom or top of the forms to find submit buttons. This enhancement is a part of the https://dev.tiki.org/Unified-Admin-UX.

__Known Issues__
#Slight adjustments are required when to shift the button mode from on screen to inside the page. 
#Bright / White themes floating apply button don't have a background color for the bar or either its very light - we may want to give it a fixed color if this don't work.
