There is a checkbox that you can use to increase the field size. Use that.
Then, to test, without risking breaking anything, add content there but do not put any html. Just pure text. (html can break your site because of missing closing tags).
After you add the text, click save, move around 2-3 clicks on the site and come back to the Site Identity admin panel. If the complete text is still there, it means your DB is now able to handle more.
Be careful about your html. Make sure all tags are closed. And do not try to use Smarty because you could lock yourself out again and need to call South Dakota again. (I am sure the man with the golden key secretly relishes these moments, but still...) More details here:

If you have FTP access, you can edit templates/tiki-top_bar.tpl This way, you can always erase it if you lock yourself out.
